unreal ircd max connections 9?

I am trying to host an irc on gentoox I am trying unreal3.2.7 but only 9 people can connect and everyone else times out.

What do I change to increase it?

I changed the tune file and the limit says 50 but still timesout at 9. Is it a kernel setting?
