make magic build a binary package for vnc

Can magic be made to build a binary package for vnc and then any subsquent installs can use that binary as any updates to display tools require you to emerge vnc again which takes far too long to compile when you only wanted to quickly fix something else. Seeing as VNC hasn't had any updates written for sometime I don't think it needs continous recompiling

VNC only ever gets emerged once by magic. Each time you "fix" displaytools1, it recognises its still installed by the index.vnc file in /usr/share somewhere. Or at least, thats the idea - works for me.

I've seen it go through at least 3 times, probably because I was running magic during the unstable period. I'll try 'fixing' display tools again to see if it reinstalls vnc
