Unless you have your xbox upgraded, it doesn't have the minimum hardware requirements for a Steam server. You could always kill xvnc, kdeinit, korac, ftp daemon, sssh daemon, startkde, kalarmd, kwrapper, xstartup . . .

Q: HOW DO I RUN MAGIC ??
A: You run magic by not typing in capital letters.

I've had no problems running a CS server. Bots are a different story, but everything else runs great. Just make sure nothing else decides to eat through memory. Keep to the maps that don't contain a ton of textures and you'll be fine.
What's been said above is correct. Just looking at that snippet of the list you have an entire graphical environment running. This is a bad thing, and it's where all of your memory is going.
Stop X from starting up and most of your problems go away. Stop all the extra daemons from running and you'll be fine. Aside from 'needed' components (fs daemons, etc) the only services you want on that box are sshd and hlds.
